Get job will b asper your qualification and experience in your selected field.Now recruitments are less.But there is opportunities.It depend upon your performance in Interviews.Get govt.job is not a easy target.If any of your relatives are employed in any govt.firm then you can try.Now clerical jobs are only for U.A.E nationals.But technical jobs are there.So you can try.
Do buisinees need good capital.If you want to start a shop without materials you need to spend about Dhs.150000/-Furnishng,Licence,Visa and room rent for 3 months.So you are financially ok come here find the possibilities in your field of buisiness.

Dubai like the rest of the world is going through a tough economic situation and it will take a while to stabalize, if you have unconditional letter of acceptance at cardiff and if you can afford the costs i would suggest you do your MBA and then decide wether you want to move to Dubai or not.
