Job Description

Responsible for providing comprehensive planning of scheduled and unscheduled maintenance and repair programs to insure highest levels of operational availability and sustained reliability.  Plans, directs, and coordinates activities of the CWRC Facility Management staff to ensure that goals and objectives of the project are accomplished within prescribed schedule and budget parameters.  Requires hands-on facility management experience on large commercial projects.

 

MAJOR POSITION RESPONSIBILITIES:

?        Take lead on client/tenant relationship management and serve as overall account manager for the project.  Meet with clients regularly including after-hours functions/events and weekends as required.

?        Define, develop and implement Project Objectives, Management Processes, Project Procurement Plan, Method/Work Procedures, and Project Team. 

?        Develop organizational structure for the project, recruit and hire qualified employees for the Project Team.

?        Identify and select qualified subcontractors that may be required to perform selected portions of the work, as appropriate.

?        Select and implement commercial-off-the-shelf Facility Management/Maintenance software pack appropriate for the CWRC.  Develop computerized Maintenance Plan/Schedule for all project work activities.

?        Develop and implement rigid Quality Control Program and HSE Plan for the project.  Ensure compliance with these Plans and hold periodic meetings with Department Managers and supervisors to review current actions/issues.

?        Monitor project schedules and budget, perform risk assessments, and assess overall project performance.  Prepare reports as needed to keep company management apprised of issues and performance on the project.

?        Prepare and submit engineering change proposals (ESP?s) and negotiate contract amendments with the client.

?        Schedule and chair all meetings with the client, client?s representative, subcontractors, and project staff.

?        Monitor conditions of all facility assets and plan/coordinate all maintenance and repair activities necessary to resolve identified deficiencies in accordance with adopted standards.

?        Responsible for the sustained reliability of facility assets, equipment, and systems. Establish and execute work involving the planning and directing of comprehensive programs for the operation, maintenance, repair, and improvement of the facility, which includes, but is not limited to, buildings, roof systems, HVAC, electrical, plumbing, interior and exterior painting, and floor coverings.

?        Respond to inquires and complaints from internal and external customers regarding facility needs and resolve the issues in a timely manner. Insure utilization of a computerized Work Order system to receive, process, and follow-up on all service calls and job orders. Analyze to identify trends.

?        Provide financial planning, direction, and determination of funding requirements for facility operation and maintenance programs. Study, analyze and evaluate facility requirements and schedule for same.  Perform studies to identify and propose alternative solutions to management.

?        Manage and oversee all maintenance, repair and construction activities. Provide critical direction in contract development and execution.

?        Perform other administrative and professional duties outside the scope of regular duties, as necessary.
